Go to the NCR prison. Head northeast to Hidden Valley, where the Hidden Valley bunker is. Go inside. Go down and stand by the closed door. Wait for it to open, then run inside. A soldier will ask you to leave all your belongings here. Agree. Continue down the stairs and speak with Paladin Ramos at the bottom. He will take you to the elders.
Still in the Dark
Speak with Elder McNamara. You'll receive a mission: eliminate an NCR ranger who's holed up in one of the bunkers in the valley. You'll also receive a collar that will prevent you from escaping; it will detonate if you attempt to escape. The bunker you need is located southeast of this location. Go outside and head in that direction until you see a bunker marked "PEACE." You might not find Dobson there, in which case you'll have to wait for him behind the crate until around 10:00 PM. Once you've arrived, you'll need to convince him to leave the area. Return to Elder McNamara and inform him of your success. He'll remove the collar and ask you to meet him in the command room.
Follow him and talk again once you're there. He'll ask you to find three missing groups of soldiers and retrieve their holotapes.
Head towards the exit. Along the way, Hardin, the leader of the Paladins, will stop you and ask if you can be of assistance. He wants the holotapes you find to be in his possession, not McNamara's. Go outside and head to the waypoint to the east. You'll see some corpses in the radiation pit; grab the holotapes and take the laser rifles. Proceed through the northwest gate.
Use the Pip-Boy to teleport to Nellis Base and head to the ruined buildings to the south. Search the body of another soldier and retrieve the holotape from it. Next, you need to get to REPCONN Headquarters , located west of Lake Mead and southeast of New Vegas. Enter the eastern door and go to the first floor. Ask the guide robot for a tour of REPCONN. Once you reach the last room (it turns out to be the solar system room), open the door on the right and go up the stairs to the console. Pick up the key.
Now, from the entrance, go through the door on the right. From there, turn left and go up to the second floor through the door. Here, open the door on the left, where you'll find another key. Now, from the hall, go up the stairs. If your luck skill is less than seven, the security robot will start a countdown so you leave within thirty seconds. You'll find the body of another soldier at the entrance to the third floor. Take the recording and exit the building.
Go to Elder McNamara in Hidden Valley and speak with him. The next task is to find three Brotherhood scouts. Head to the next waypoint in the southwest. Along the way, you'll encounter an assassin. Either eliminate him yourself or wait for help from the NCR. Continue south until you reach the scout. Talk to him, and he'll give you a report to give to McNamara. Now head to Nipton . Here, you'll have to deal with Caesar's legionnaires who attacked you.
Next, head north to the next marker. You'll find another scout there. Take the report from him as well. Head to Novak and from there, head northeast. Now return to McNamara in the bunker; he'll ask you to speak with Senior Knight Lorenzo about the filtration system.
Head toward the exit, carefully inspecting the floor along the way. When you see a bare patch of flooring, go down there. Head north and you'll reach a room with beds. There, talk to Lorenzo. He'll ask you to search three shelters for parts to repair the air purification system. Vault 11 is located east of the bunker, with the entrance on the west side of the hill. After passing through the first level, the clinic, turn left. Continue forward, turning left until you find a door that leads to the living quarters. Enter and look for a room marked "Admin." Turn right toward the controller's room, go down the stairs, and go through the doors to the lower level of the shelter. Before entering the controller's room, turn right, go forward to the "Utility" sign, and turn right again. Go forward to a hall filled with water. You'll have to swim. Swim to the first door on the right. There's a locker in the room with a Pressure Differential Regulator. You can leave the vault now.
Now go to Vault 22. The elevator is broken. Fix it and go up to the living quarters on the fourth level. Jump down and open the door marked "Quarters." Go through the first door on the left and prepare for a fight. After eliminating the attackers, grab the Keycard from the bookshelf.
Now take the elevator to the third floor. Exit the elevator and go straight ahead to the first door. Use the terminal here to open the door to the cave. Follow the tunnels to the wooden door, open it, and continue on until you find some HEPA cartridges in a locker in the corner. That's all there is to it.
Next, head southeast to the eastern entrance of the South Vegas Ruins. Enter and continue south until you find vault three. To open the door, activate the console on the right. Inside, you'll meet a Fiend representative who can let you through if you tell her you have drugs. This can be done with a high-level Conversation skill. Follow the corridor to the stairs on the right. Climb them. Here, turn left until you find the Motor-Runner leader. Talk to him; if you have drugs, sell them to him. Now, go left of the leader's room. You'll find a Reverse Pulse Cleaner in a locker there. Take it and exit the vault. You can return to the bunker and give the parts to Lorenzo. Inform McNamara of your success; in gratitude, he'll give you the keys to the Brotherhood of Steel house, which is located in the northeast.
You need to steal the keycards of McNamara, Chief Paladin Hardin, and Chief Scribe Taggart. To do this, you'll need either a Science skill of over 80 or Stealth Boy. In the room with Taggart, activate the self-destruct mechanism. Insert the stolen cards to confirm the password. Click the red keypad and set the destruct sequence. All that's left is to escape the bunker and enjoy the spectacle. Now it's time to head to New Vegas and make Mr. House happy. Afterwards, you need to rescue President Kimball .
Make an agreement with the Brotherhood
We inform you that the NCR wants to get rid of the Brotherhood. MacNamara will offer to act as an ambassador and broker a truce between the Brotherhood and the NCR.
Note: Do not, under any circumstances, help Paladin Hardin, otherwise, if he becomes an elder, the truce will be impossible to negotiate.
Join the Brotherhood of Steel
You can also ask MacNamara to join the Brotherhood. He'll agree, but only if we plant a radio bug on Blackrock Mountain. We head there and clear the path up the mountain of super mutants. Once at the top, head to the utility rooms and repair the robot Rhonda (science).
Tabitha (the super mutant responsible for all the madness) will thank us and, without eating, give us the warehouse key.
