Oasis and its surroundings
This settlement is located near the top center of the Capital Wasteland map. It is surrounded by steep cliffs; the only path leads through a narrow gorge to the west. The coordinates for the Oasis can be obtained in several ways:
(a) by killing the Tumbleweed sniper in Dickerson's Prayer House;
(b) by learning the information during a random encounter with a group of wastelanders before they turn on the hero;
(c) by learning the location from a dying merchant...
The history of the place is connected to an old acquaintance – the zombie Harold from Fallout 1 (Hub: Old Town) and 2 (Gecko). A native of Vault 29, who became a mutant zombie during an ill-fated expedition to the Mariposa military base, Harold is the bearer of a tree that grew on his head, which he calls "Bob" (and later "Herbert").
At some point, Harold found himself inside this overgrown tree. The tree took root, thus pinning Harold to the ground. It was in this state that he was discovered by a group of Wastelanders, who began worshiping him as a saint, thus forming a secret sect called the Tree Guardians.
When Bob blossomed, much to Harold's dismay, all the trees in the area began to sprout leaves, turning this corner of the Capital Wasteland into a truly unique place. Harold himself, having spent decades trapped inside the tree, begs for death. The Guardians, depending on their interests, will offer the hero either suppressing or enhancing Harold/Bob's life force.
Loot in this location includes a 10mm pistol with a silencer; a pre-war book; the District of Columbia Therapy Journal; a nuclear charge; Quantum Cola; and a sniper rifle.
The quest the protagonist receives in the Oasis essentially has no optimal solution. Leaving aside the Harold auto-da-fé scenario, I'll say that by choosing the "stimulation" side, you can ultimately get a wonderful set of armor: Linden Outcast power armor (+1 Strength, -1 Dexterity, +10 Radiation Resistance, +5 Heavy Guns) + the "Poplar Crown" hood (+1 Dexterity, +10 Sneak), and also see a green carpet of greenery where the bare Wasteland once stood in the game's final cutscene. And that's it. It still leaves a bad taste in the mouth... I feel sorry for the ghoul.
Clifftop Shacks Mutant Camp
A mutant camp west of Vault 92. It consists of a pair of abandoned huts. They contain a couple of hostages who can be either freed or abandoned to their fate. The remaining inhabitants, as mentioned, will pour out to greet the hero, J. Under the bed in each hut is a safe containing random loot. One hut contains "The Illustrated Guide to Fist Combat," the other "Grognak the Barbarian" and two pre-war books.
The crash site of the ufo
Directly west of the Emerald Pastures junkyard, on the way to Vault 92. The crash site containing the alien's body is surrounded by 2-3 radscorpions. An Alien Blaster (D58/100 Small Guns/Energy Guns 100, AC 10, W2) lies at your right hand—the game's deadliest weapon, reducing an enemy to dust in one shot, but with a limited number of ammo. There are about 80 ammo rounds in the game (in addition to the 120 found on the body): in Fort Independence (the Outcast base), on top of the Anchorage Memorial, under a military truck east of Fort Bannister, and outside Vault 106. Additionally, some ammo can "fall from the sky" during random encounters in the wasteland.
The Emerald Pastures radioactive waste repository
A site that served as a radioactive waste disposal site before the Great War, a source of high radiation. The use of anti-radiation medications is highly recommended; additionally, a radiation protection suit (or an advanced version) can be found within the location's perimeter. This is the site of numerous random encounters, the most dangerous of which is an encounter with a Deathclaw. The office building contains several Radroaches (and an Enclave soldier in the late game).
Loot: In the northwest of the location, in a makeshift dwelling that still contains the remains of its owner, a Wasteland Recluse (a unique African-American character): a copy of the "District of Columbia Therapeutic Journal" under the bed, a radiation protection suit on the body, medications, drugs, and Stimpaks.
On the west side, in the office building: a "Dexterity +1" figurine on the table next to the terminal, Quantum Cola, a safe (medium lockpicking skill) with ammunition, money, alcohol, and an "invisibility" device. South of the office building in a container: A large scientific book and a radiation protection suit on the body of a scientist.
LP8 Radio Broadcasting Tower
Located northeast of the Montgomery County Reservoir and south of the Oasis, the tower broadcasts the Echo Foxtrot signal. A Firelance and a number of Alien Power Cells can be randomly encountered here. The underground collector from which the signal is broadcast is located north of the tower. It contains a Big Science Book and a safe with random loot.
