How to create a settlement?
Open the Workshop to interact with the construction menu:
- People - the population of your settlement.
- Food - the level of food available to the population. Plant crops such as Tato, Corn, Melon, Carrots, and Razorgrain to ensure a sustainable food supply.
- Water - the current water level. Build water pumps to provide cheap water or purifiers, which also require electricity.
- Power - electricity is needed to power things like lanterns, alarm sirens, and water purifiers. Build generators and power transmitters to provide electricity for the necessary items.
- Defense - the entire list of checkpoints, watchtowers, turrets, traps, etc. This stat should ideally be no less than the sum of the food and water stats.
- Beds - you should provide one bed for each person in the settlement.
- Happiness - a combined stat affected by food, water, strength, defense, and beds in the settlement.
- Size - the relative size of the settlement, including the population and any additions you've made.
How to create a settlement?
After killing the Deathclaw and all the raiders in Concord , Preston Garvey and a small group of settlers travel to Sanctuary and establish a settlement. Speak with Garvey to complete the quest "When Freedom Calls" and begin the settlement construction process. Once the group is established in a house with all the workbenches, speak with Mama Murphy and give her a dose of Jet to receive 84 XP and gain some insight into your future. Talk to her again, and she'll ask you to build her a more comfortable chair. Then, speak with Sturges to receive the quest:
1. Craft Beds for Settlers
Open the Workshop menu, go to Furniture ---> Beds, and select any bed. You'll receive 6 XP for each bed you build. Just make sure to place them inside the building, not outside. If you wish, you can place all five beds in the same house. Afterward, speak with Sturges to receive the next quest:
2. Provide clean water to the settlers of Sanctuary
Open the workshop menu and go to Resources ---> Water ---> Water Pump:
Cement (1), Steel (4), Spare Part (1).
Cement is the rarest material in the settlement, at least early in the game. You can find a bag of Concrete in the Starlight Drive-In, in the southeast. You can also buy it from Connie in Abernathy Farm for about 400 caps. Place one water pump to increase quest completion by 60%. You can also drink from the pump to restore health. Place a second pump anywhere to meet the settlement's water supply needs.
Talk to Mama Murphy after completing the aforementioned segment with a dose of Jet. This time, she'll ask for Mentats. If you give them to her, she'll describe a vague vision that doesn't seem very helpful. Moreover, you won't get any XP and will lose some respect from Preston Garvey. Maybe it's best to turn her down...
3. Build a chair for Mom Murphy
Open the Workshop menu and you'll see the SPECIAL menu, which contains Mom Murphy's chair. Materials:
Wood (4), Fabric (3), Steel (1).

4. Provide food for the Sanctuary settlers
Sturgess asks you to obtain crops for farming in the settlement. He suggests Tato, Mutfruit, Corn, or anything else you can get for cultivation. Look for the following plants in your travels: carrots, corn, pumpkin, melon, mutfruit, razorgrain, and tato. I decided to make a garden right in town behind the main workshop. When planting, the quest will update at 20% intervals. When the garden is finished, talk to Sturgess.
5. Create defenses for the Sanctuary
Your next task is to create proper defenses for the settlement. A good tip the game offers is to aim for a Defense rating equal to the sum of your food and water stats. If you build defensive pillars and towers for the quest, you will have to assign defenders to them, otherwise the defense bonus will not be provided. Posts are cheaper, but I decided to place two Machine Gun Turrets near the main house. Placing one completes the quest, and the second essentially fulfills the recommended defense rating.
After completing Sanctuary's defense, speak with Sturgess to complete the entire quest, earn 168 XP, and earn the "Sanctuary" achievement.
