Now we need to investigate a completely unknown anomaly located near the Cooling Tower. Without completing the quest to find three Veles and a Svarog, there's no point in even attempting this. But if you have a Svarog, head to the Cooling Tower and enjoy.

Then search the corpses. You can give the Chief Debt Officer's PDA to Sych if you're bored, to the Debt Officers if you want to win their favor, or to Svoboda if you want to win their favor and see Duty ridiculed.
