To fight the monster, you'll need good armor or several sets of wooden helmets and football helmets. It's best to kill it after the Kryaken, having obtained the Thulecite Set (crown, armor). If you decide to kill him with a spear, you'll need items for fast movement (aerodynamic cap, etc.). I still recommend a volcanic staff—easier, lighter, and more reliable. Another way to defeat the slug is to lead him to an animal settlement (tall birds, beefalo, primates). At least you'll have time to shoot the Tulnado with ranged weapons (staves, darts). As for killing him on the water, speed and a reliable boat should be a priority. The Tulnado is easier to kill at sea.
Characteristics of Tulnado:
Hit Points: 3000. Damage: 150. Sanity: -100/min. Cannot be frozen. Cannot be put to sleep.
After the battle, the monster drops propellers, which can be used to craft a Boat engine. A Peaceful Seal pet is also left behind. Killing it will yield a Magic Seal, which can be used to craft a Seafarer's Staff and a Howling Conch.
